Who is Chris Salvino for Congress in CD-5?


Wow!

Wanting to know a little bit more about the new candidate for Congress in CD-5 Chris Salvino, I typed in “Chris Salvino and Congress” into Google hoping to find his website. I didn’t make it that far. The third link on Google was a Federal Bankruptcy Court (http://www.ilnb.uscourts.gov/opinions/JudgeWedoff/Salvino.pdf ) decision involving Salvino. Having nothing better to do, I decided to read it.

My first reaction was “Wow! This guy is running for Congress?” If you are interested in the CD-5 race I would suggest reading it, but I’ll summarize for those who don’t.

A thumbnail timeline on Salvino’s bankruptcy case:

  • Prior to decamping to Arizona circa 2005-06, Salvino and his Dr. partners were running a chain of bariatric surgical clinics (I.E. weight reduction surgery).
  • They take out a series of loans to finance expansion. One way Salvino (who was president and CEO of the company) secured the loans was through a personal guarantee.
  • Company defaults on loans and bank is not happy. Bank threatens to go to FBI alleging fraud unless they pay loan or refinance.
  • Salvino and partners find investors who ultimately bought company who prior to buying company want Salvino to sign contract promising to work for company. Salvino does.
  • Salvino then signs contract with a competitor.
  • Salvino then changes mind and decides to stay with company signing another contract promising to stay 5 years and promising to pay liquidated damages if he bolts.
  • Investors buy company. Very shortly thereafter Salvino breaches contract and bolts again going to AZ.
  • Investors are not happy and company goes down.
  • Salvino and wife file Chapter 7 ostensibly to escape paying liquidated damages for breaching contract.
  • Investors sue to try and get money from Salvino for breach of contract.
  • Judges decision says that Salvino intentionally misrepresented his own investors but discharges debt because actual damages weren’t proved.

So in sum, we have a candidate for Congress who was found by a federal bankruptcy court judge to have intentionally mislead his investors and breached his contract and now he wants to run for Congress. And it’s all out there for the Democrats and anyone else to see before his actual website. Not smart.

  3. It appears that he is just another candidate for politics who can't be straight in private sector. If you can't make it in the private sector then get into politics. We sure don't need this guy.

  4. Without the original facts, it is not possible to assess this information nor the presenter of it. Chapter 7 isn't a crime, it is a legal device used in court for specific reasons. I have no dog in the hunt, but NO ONE could be MORE incompetent than Harry Mitchell. Mitchell's egregious failings are hidden behind his "teaching". In office he has been a FAILURE and a lacky of Pelosi. He VOTED "YEA: for HR3962 , the 2,000 page bill that neither he nor any of the Democrats READ before voting for it. EVEN if the information on Salvino is accurate, ANY NON LIBERAL in the PEOPLE'S CONGRESSIONAL SEAT in D5 will be a marked IMPROVEMENT. MITCHELL MUST BE VOTED OUT OF OFFICE NOW.

  6. Chris Salvino seems like the perfect candidate for today's political/government climate. After all, I do want someone with honesty, integrity, loyalty, and a strong fiduciary background (especially with company payrolls/budgets and employee retirement accounts). It also helps to know how to avoid financial responsibility by understanding the ins and outs of personal bankruptcy and having the ability to worm your way out of difficult situations. Wow, he's just the ticket. Pay to play is moving into Arizona!!!!!!!

  7. I am a physician here in Phoenix and have worked with, and have gotten to know, Chris Salvino quite well. In short: The guy is a weasel. He is a poor physician and a bad businessman. Now, because he has failed in medicine, he is trying to break into a profession where dishonesty, mediocrity, and incompetence are rampant, excused, and rewarded. PLEASE -- do not support his candidacy! There are other conservatives in Arizona who can fill this seat.

  8. Chris is hardly failing as a physician. He is a well-organized leader and spends his time making Arizona a safer place as a trauma surgeon. The truth is that Democrats are afraid of someone like him who understands healthcare from both sides. Understandable.

  9. It's not necessarily the "physician" aspect of it. Maybe he's a fine doctor, but it's the business side of his medical practice that discredits him. It's his old run with the Wish Center that makes him look like a sleaze. The guy took thousands of dollars away from people in a fraudulent manner and got away with it scott free. He's the last person I want representing me. Quit pinning it on Democratic fear...I'm a Republican who has lived in this valley for over 40 years and have seen a lot of laughable candidates come into the mix, but knowing what I know about Salvino, he has some major gall to even consider running for political office.

  10. Hmmmm....I am sure he is a great physician but why did he leave (or possibly get asked to leave) John C. Lincoln Hospital where he was the Trauma Director. I figure he could do more for healthcare as a trauma director AND a congressman than just a staff trauma doctor. I am sure JCL would have loved to have their trauma director leading Arizona into healthcare reform but instead they choose not have to deal with him anymore. Truth is as the above person mentioned---it has nothing to do with Democratic fear but with the way salvino operates his business, personal life and relationships. And by the way it was not "thousands of dollars" he got away with it was "hundreds of thousands of dollars" he left with.

  17. I have known Chris since his surgical training and over the 20 years have heard "Salvino" follow ups from former business/physician associates. He is the LAST person who should be in politics-he cannot be trusted to tell the truth if he were reading it. I did not trust him as a colleague, doctor, or person and would never support him as an elected politician

  20. Thanks for the information about the federal bankruptcy, it DOES make a difference. I agree, the man is hardly a strong candidate. The Dems will be all over this issue and it wont take them long to remove any chances he has left of making a run.

    However, I have one consideration:
    Is this seat currently held by an Obama Stooge? I will vote for your CAT to remove him/her/it, as long as the cat can make noises like a conservative and has actually read things like the Health Scare scam and SB1070.

    I too am a physician who worked with Dr Chris Salvino in the past. His integrity is very questionable. He is a megalo-maniac who cares about only himself. He will do everything in his power to make himself look good. Please, voters of Arizonia look closely before voting. The father, pilot, surgeon routine is a fascade for another corrupt politician.

    I decided to review the Bankruptcy Document, which is difficult at best for a non-lawyer, incomprehensible at worst! LOL

    The Key issue to me is that Dr Salvino signed a document in 2005 saying that he would work for five years. Yet HE immediately took another full-time position. I never concern myself with a man who business efforts fail, or even have to file Bankruptcy. Just review Lincoln and Truman.

    However I do take STRONG EXCEPTION to someone going back on his word. HOW does he expect US to Trust HIM!?

    What kind of a man is Doc Salvino? I have known Dr Christopher Salvino since 1995. I have deployed for training with him 3 times. He is a down to earth gentleman who can relate to people in all walks of life. As a flight surgeon in charge of aerospace medicine he was involved in all aspects of occupational medicine. In my 30 years of active duty, he was among the 3 best such physicians I worked with. Never too busy to involve himself with the enlisted men and women on the flightline and backshops; he actively sought out areas of workplace safety and health where he could make a difference. He was the only flight surgeon in my recollection who could not keep himself from accompanying me and my technicians on X-ray surveys, or paint booth air sampling.
    He actively sought out the "interesting missions" whether deploying to Antarctica for a month in support of the scientific mission or spending his own money to volunteer for surgical missions in war-torn Africa and the Caribbean.
    Where there was a need; Doc Salvino was there. He started up and successfully ran aeromedical ambulance services. There are a lot of rural communities in Indiana and Illinois that rely on these services. As a full time officer in the Air National Guard I served as credentials officer as an additional duty. As a result I can attest to his high ethics and integrity. In so far as the above cited lawsuit is concerned, the judge found in Doc Salvino's favor. There was conflict between the new owners and Doc Salvino and it did not work out. Who among us has not had an adverse workplace relationship?
    Finally I must make this one personal disclaimer- were it not for Doc Salvino's aid in 1998 I would have been medically retired for a back injury. I would not have gotten to serve in Qatar, Kuwait, Macedonia, Hurricane Katrina and Afghanistan. I would not have gotten to serve with my son and daughter before retirement. For you see in 1998, the military medical system was in a state of profound dislocation just like what Obama wants to do to us today. The military had transferred to a system of private care for us remotely assigned personnel. It was not working very well. Doc Salvino skilfully and forcefully worked his way through what was left of the US Air Force neuro-surgical community and got me a much needed back fusion. He did no less for anyone else in my unit. We in America need capable, caring people with a diverse background in Congress. People who care about the common man and woman; people who have military experience; and finally people who are not afraid to take a stand.

    Really, salvino owned the company, he was a majority owner of it AND he was the managing partner of the company so the "adverse workplace relationship" was his creation as well as his demise.

    The WISH center was sold in Sept. of 2005, He took off to Arizona in October 2005, and I mean took off.

    FYI, he was the manager of the aeromedical ambulance service as well---and was asked to leave the same aeromedical ambulance service you so reference---I am sure salvino left that fact out.

    Also, maybe you should check out the business record of another air ambulance service, Air Angels----he had his hand in that too and where is it today--yep, you guessed it---BK

    You should check your facts before you believe what salvino tells you directly. As the person in a previous post (another Doc as well) states, salvino would not be able to read the truth if it was printed for him.

    Fast cash at other people's expense it what this Doc is all about whether you like it or not.

  28. Think we're missing a point here. The civil case against Doctor Salvino was dismissed. Seems to me that we have had some pretty good leaders like Harry Truman (failed haberdasher) who learned from a business failure and went on o be a pretty good and honest president. We need a person who like it or not can defeat Harry Mitchell in the general. Face it Harry Mitchell is a pretty likeable guy (with bad policies). We need someone who can appeal to middle of road types who make up a big chunk of the voting public. I looked at Dr Salvino's record and his history of doing free medical care in many places including Mexico could be just that guy.

  29. Did some fact checking -Dr Salvino is a wonderful doctor with pages of testimony on the web like this: "A great doctor, well known head of trauma at local hospital. Very well mannered professional, even enjoyed him more as time went on. The Wish Center office staff is very professional and has employees that have gone through the surgery. Dr Salvino is very caring and is always asking if there are any other questions, you feel easy to talk with him. Aftercare with the Wish Center is big, they offer a variety of different programs. They address all risks of surgery that are there and where they feel you stand at risks. Overall I would rate the Wish Center Staff an A+, with both great bedside and surgical competence. I had the surgery done at Mercy Hospital in Aurora and the staff there was great also."

  30. I owe my good health to Dr Salvino. Been 6 years almost to the day from my successful surgery with Dr Salvino. He has added years to my life and life to my years. I found him then to be a great doctor, a very well mannered professional, got to enjoy him more as time went on. Dr Salvino is very caring and is always asking if there are any other questions, you feel easy to talk with him. I am glad to have had him as my surgeon. All I can say is we need more men like him in Congress; especially now with what Congress and Obama are doing to our medicine.

    From reading some of the above posts, I can see how a person could reach a negative conclusion. However those with open minds usually decide differently when made aware of the events behind the story. For those who have an open mind and prefer truth over innuendo, please consider:
    1. Dr. Salvino and his associates developed a multi-state practice specializing in bariatric (weight loss) surgery, most often reimbursed by patients' insurance policies. The practice was not only successful but extraordinarily safe for patients, enjoying a rate of complications and fatalities four times less than the national average. He has never had a malpractice lawsuit, which is unusual for those physicians practicing in the intense fields of emergency services, trauma, or bariatric surgery. Read for yourself at:

In a cost-cutting measure the third-party payers, insurance companies, began canceling coverage for that type of surgery, reducing the patient flow from over 70 per month to an average of 10 procedures.     3. With patients already in the flow and 120 office, staff, and medical personnel jobs at risk, Dr. Salvino and his partners faced an unwelcome decision - either close the business within a few days and leave everyone to fend for themselves or seek a financial 'angel' to rescue the business.
    4. After trimming their already low overhead costs to the bone, Dr. Salvino turned to a firm that had a reputation for business turnarounds, opened his books to them, and subsequently accepted their buyout offer. The buyout was conditioned on Dr. Salvino remaining as the lead surgeon - for quality control, training, and name recognition.
    5. The acquisition required additional investment from the major partners so Dr. Salvino mortgaged his home to come up with the money required. Later, when the medical practice eventually failed due to new owner mismanagement, Dr. Salvino was forced to declare personal bankruptcy.
    6. Perhaps the buyout investors assumed that Dr. Salvino's company was as inefficient as many other businesses they acquired, but this particular organization was already running lean and efficiently. There were few additional savings to find. As the new company - no longer under Dr. Salvino's control - began to falter, Dr. Salvino prudently started circulating his resumé; a surgeon's skills become degraded quickly unless frequently used.
    7. Dr. Salvino never declined to participate in the practice's surgical procedures and, in fact, continued to commute between Chicago and Arizona to complete the training regimen with other surgeons for which he was responsible.
    8. When the acquired business finally failed, the owners sued Dr. Salvino. As the court records demonstrate, they did not prove their assertions in court and Dr. Salvino prevailed.
    Dr. Salvino was placed in a no-win situation by the insurance companies' withdrawal of coverage and he went above and beyond expectations to keep the practice afloat until patients were safely beyond the stage at which complications might occur. Equally compassionate were his efforts to assist employees in landing positions with other medical practices. Aside from forming a narrowly focused medical practice that became vulnerable to third-party payer unpredictability, Dr. Salvino has nothing for which he must apologize.

    Is this what is to be expected if he possibly
    (sic) makes it to congress--other people (staffers) explaining things for him so that he does not have to feel the heat?

    Poor Poor salvino he was forced to do all of those things when all he wanted to do was "help" people. Thank God he is going to washington to "help" more people.

  35. I sure would like Dr. Chris Salvino, surgeon & pilot to answer (through Paul F. Davis, LTCOL USAF (Retired)) why he "left" John C Lincoln hospital's Trauma Director position.

    Maybe one of you staffers could take a look at salvino's resume and/or CV and see if there is still listed a formal trauma fellowship on it---bet not---because he never attended a formal trauma fellowship---it was however listed when he applied to and was given the job at JCL hospital. Just because you do your residency at a trauma hospital does not make a trauma fellowship.

    I was a surgical nurse who volunteered with Medecins Sans Frontieres (Doctors Without Borders), in March 1996. There I served with Dr Christopher Salvino at Kismayo Hospital in Somalia. He was the Chief Surgeon. How dare you people print such cowardly anonymous things about Dr Salvino? What matter of ethics is that? You should be ashamed! Dr Salvino is a great human being and fine doctor. We were there only a few years after what you can see for yourselves in “Blackhawk Down”. Believe me things were no better in 1996. Dr Salvino was unflabble, a steady rock to all. No way are the horrible things true you are printing. If I was not still serving, I would move to Arizona and campaign for Dr Salvino. Citizens of District 5 in Arizona would be well represented by Dr Salvino.

    you served with him for what, 6 weeks, under a volunteer capacity. Much different circumstances when it comes to personal wealth. I wish you would move to Arizona and campaign for him and deal with the aftermath of what he is and what he does to unsuspecting people who like you have trusted him.

  39. I want to shout out about Dr Salvino’s integrity and skills as a surgeon. I just found out from friends that he is running for Congress. I am from District 3 or I would vote for him. I had some pulmonary issues in addition to being quite overweight. I was referred to Dr. Salvino because was the most skillful; he put me through a lot of tests and had strong guidelines that I needed to do before he would even consider me as a surgical patient. I feel fortunate for having my change of life surgery performed by him. It has been over 5 years, but I still remember his confidence and his dry wit – sorta like the actor James Stewart. He had an aftercare program that was essential to keeping on track. The program was $2000; and my insurance did not pay. Dr Salvino waived all but the normal co-pay. This I found out was common. I hope that I did not contribute to any financial woes to him. He covered the risks of surgery in depth numerous times and he made me wear these silly leg compression tubes on my legs to help prevent blood clots, plus a whole lot of walking. I must have looked like Robin Hood walking around in those things (My wife said Peter Pan!) Anyways, more than 5 years on now I would definitely encourage folks in CD#5 to take a good look at voting for Dr. Salvino- there is no body any better.
    Also he believes in law reforms to stop all of the lawyers jacking up our costs.

  40. I want to commend those that have stood up for Dr. Chris Salvono. I take this election very seriously and have read all of the mailers on all the canidates in District 5 and have taken notice all the smear accusations by various ones, read their websites, along with extensive research on the web and other avenues. One interesting observation I have made is I have not came across any smear tactics by Dr. Chris Salvino. I would say it is a very poor practice to spread vile propaganda. You all know who you are. Again I commend those that have served with Dr. Chris in various situations for stepping up to the plate on his behalf.

    Dr. Salvino is the finest most unflappable surgeon I have ever worked with. He is also a funny guy with a dry wit. He is the most knowledgeable man I know (except my husband). The hostile comments above look like “astroturf” instead of grassroots. Or they remind me of all the noise from a catfight, you think there is an army of cats and it is just a couple of strays having it out. Here are the facts; I am a surgical nurse living in Glendale married to a physician- surgeon. I am not about to quit my day job and here is why; Medicare reimbursements are shrinking. Insurance companies are not allowed in many cases to compete nationwide and they are very capricious – changing or dropping coverage at will. Consider this my husband, an orthopedic surgeon typically will receive say $2500 or so for garden variety shoulder operation or knee arthroscopy. Oh the bills are higher, but that is a typical amount paid (less for Medicare). Well $2500 sounds great for 2 1/2 hours work, but considers that he has 3 people working behind the desk, an x-ray technician, couple of nurses and med techs. Then there is office rent, medical insurance for all and then the wolf at the door - malpractice insurance. That insurance of course varies by state and type of practice and the doctor’s history. My husband like Dr. Salvino has never been sued for malpractice so we are somewhat better off there. Finally, I know that Dr. Salvino is just like my husband- a sucker for a sob story. There are a lot of write-offs and then there are billing and collection fees and face it- people who cannot pay. Sadly, the situation with Dr. Salvino’s former practice was just a combination of the above. Insurance companies moving the goal posts in the middle of the game. This is all too true for many doctors. A lot of doctors have just gone to salaries. Dr. Salvino will make a great Congressman- he will go there, get the job done and come home. We don’t need anymore political hacks, we have enough now. Send the Doc to Congress.

  44. So i decided to look up all the "glowing patient reviews" on Dr. Salvino. Does anyone realize that to get to those reviews you have to do a minimum of 7 clicks to find him/them? The latest one is dated 8-22-2005 from Illinois. There are 3 of them from 2005. There are 2 remarks from 2004.
    There are also a few not so glowing remarks too and since his staffers like to see quotes and testimonials here are a few examples;

    "My opinion is he's good unless you have something go wrong." yes, this is an actual quote

    "Didn't see him day of surgery or after. Saw his colleagues. Busy guy. I think the program is somewhat too big. I would have liked the overall feeling of the patients to be kept in mind. It is a very busy practice and I felt and feel a little like a number" another actual quote.

    "I was very disappointed when I had problems and several of the Wish center Dr's saw me but not Dr. Salvino." another actual quote.

    These are from the same board that others are taking it from and then posting here. Sad, but true.

  46. Wife worked with him at Samaraitan, said he was a good doc who took cases no one else would touch. She is usually right, so I decided to check for myself. Figure, Well its time to look at who we need to reverse Obamacare and fix the border. So I checked out a lot of sites on Dr Salvino and the other candidates. So I get to this one and wow. I’m figuring this the slickest piece of disinformation I have ever seen. This appears to be an example of the “big lie” in action- the Doc got sued, but he won. So a lot of noise and snide comments that show that either the writers never read the case or they are looking to demean a strong candidate. Some folks put his skills down, oh the anonymous slurs were heavy. But a look at the Bariatric surgery sites show he was actually pretty well liked in 6 pages of testimony on a site that has no entry restrictions- it said that on the banner. Nobody can dispute his military credentials, and I at least didn’t see anywhere that they said he was a bad pilot. Unlike some of the other, more recent posts, my guess it is some Saul Alinsky dirty tricks from Harry Mitchell. This stuff is right out of the Rahm Emmanuel trick bag. Figure for yourself, this thread started in January when Dr Salvino had started his Retire Harry Mitchell site. Since no republican would violate Pres Reagan’s 11th commandment, these angry anti Salvino posts were a part of a Harry Mitchell campaign to short circuit the only candidate who can put Harry to pasture in the fall. I’m voting for Doctor Chris Salvino, so’s my wife and son.

    I was taken to JC Lincoln Hospital where he is the director of Truama. I think anyone who is taking into consideration voting for
    him should take the time to do some research on the internet, everything from his Dr. ratings to the Maricopa Recorder's office
    public records (under Dr. Christopher Salvino. North Valley Medical Center, North Valley Surgical Associates and others), and
    the US Bankruptcy Courts (http://www.orb.uscourts.gov/).

    Yes, Dr. Salvino has a very impressive resume, but he is not a good hearted person.

    To make a very very long story short here goes:

    I had a horse back riding accident and I was rushed to the hospital. I had multiple pelvic fractures, and required 2 surgeries,
    blood transfussions and a 12 day stay. It was serious. I have great Health Insurance, but I do have a deductable and a $5500.00
    out of pocket to meet before I get 100% coverage. Dr. Salvino's first bill was very high and the insurance company advised me
    not to pay right away they were still reviewing the claims. Dr. Salvino only accepts AZ Access and other government funded
    insurances at the time not Aetna, therefore he was out of network but I was not given a choice in the emergency nor did I ask
    because I thought I was going to die.

    After receiving a bill from Dr. Salvino's office North Valley Surgery for $600.00+ after the insurance payments, I made payment arrangements which
    they accepted. My husband had just lost his job and on unemployment and I had many other doctor bills to deal with not just his, payment arrangements
    with each Doctor was the only way to go. Two months after making the payment arrangements I receive a summons from Dr. Salvino's attorney. He
    was taking me to court for $600.00 plus attorney fees. I responded to the summons and his attorney got a judgement on me even when I showed up
    for court on the date I was told because he had canceled it behind my back. I can give you all the details if you want but this was horrible.
    Dr. Salvino could file for bankruptcy for 525K plus but I could not pay him $600.00 in monthly installments or walk away paying nothing unless I was
    an illegal or someone on welfare. I do not agree with Obama care but it is Doctors like Salvino, the insurance companies and hospitals that drove
    us to all this. The illegal that had a brain tumor that shared my room and was there for longer than I was got away with paying nothing and I was treated
    like a criminal by Salvino and his attorney! I did nothing wrong and made an honest effort to pay and do the right thing, my credit is ruined while he
    walks away from it all in bankruptcy. I am still not over the suffering they put me through.

    He is not a just person or honest person, he is a greedy selfish animal and while I am a conservative, he is not for the best interest of the people of Arizona.
    This is why I am no longer a Republican either. I do not feel its about parties anymore, I am so tired of the greed. I am an Independant but requested a Republican ballot for the primary.

    Ron Ludders at Az2010 project knows the score on Dr Salvino's alleged legal problem. It was actually resulting from a pretty heroic struggle against health insurance companies to save his business, his many patients and employees. Dr Salvino prevailed against a mob of lawyers, but emerged fighting mad about what is happening to medicine today.

    Perhaps the humor escapes most but I find it funny when one of Scheikert's responders writes;

    That IS funny.

    Since my education stopped well short of the six degrees Dr. Salvino has earned, I'll accept your comments as a compliment.

    I, too, began with a skeptical mindset. However, after spending more than a couple hundred hours in Doc Salvino's personal presence, I have an accurate measure of the man.

    He is the real deal; not a ladder-climbing politician - not that there's anything wrong with that. In fact, he will be suffering an enormous pay cut to serve the citizens of Arizona CD-5. Rather like our founding fathers - silversmiths, printers, brewers, doctors; few of them other than part-time politicians at best and simple tradesmen at worst. Citizen patriots.

    Moreover, he is risking his medical career by taking the Congressional seat since his surgical skills and knowledge of state-of-the-art techniques will inevitably begin to atrophy. After only a 2-year term, he will have to do some major studying to catch back up to his peers.

    I looked into the specifics of all those muddy allegations and constructed a timeline to help make it more easily understood. Let me know if anyone needs help with the big words.

    By the way, I have no qualms about posting under my own name. May I expect the same courtesy from you in future posts?
